Why my Laptop Clicks ALL the time!

I keep on getting a clicking noise when ever I Open A MS program or as window the only way i can stop is to mute my wave control on my media volume settings. If i have my desk top open there is no noise, as soon as i open a window it clicks.
I have tried to reinstall the driver and updating it nothing, keeps on coming back. I Even removed it several time and updated over the web no luck.
I think its a deeper problem. I’m running Win98sec On a Dell Latitude C600. PLease help!!
