Win 98 Switches Assigned Port for Modem

One of our users has a Windows 98 laptop with an internal modem. He’s running into problems where the COM port assigned to his modem changes (from COM3 to COM2). Correct assignment returns sometimes after a reboot. User is overseas so it’s difficult for us to see first hand what’s happening.
