Win + E hotkey in Win2K no longer works

I downloaded several registry tweaker programs in the hope of optimizing the performance of my pc. However, after evaluating the programs and uninstalling them, somehow, some of my settings have been messed up. I was able to restore some of them, but, a couple of things I can’t restore is the way Win+E should work and how open explorer folders are restore the next time I boot up.

Anyone who can help me on this?
