Win XP User Favorites

I have a situation in XP where a user seems to be getting assigned the default IE Favorites list instead of the Favorites for that user login name. Under Documents and Settings for that user, I can see the favorites folder and its contents do not match what is seen when logged in as that user in IE. I cannot seem to find any way to redirect the user account to the appropriate Favorites list. Anybody know what’s going on here ? How can I see where it is getting the Favotites list from and how can I redirect/use the favorites list I want?
