Win2000 Pro Task Manager Missing App Tab

I have 2 users set up in win 2000 pro that have admin privelages. When I access the Task MAnager as the Administrator user I get the correct interface that includes the Applications, Process and Performance tabs within the Task Manager Title bar. When I access the task manager as the other user that is in the admin group, I do not get the complete task manager interface. It only shows the process screen and is not encapsulated in a window with title bar, min, max, and X. There are no application or process tabs. I must hit Esc to exit the process window. What is going on here? Is there some hidden options or acess rights preventing me from seeing the proper interface?
