Is it possible to use group policies on Windows 2000 pro workstations without Active Directory? (We are using Netware 5.x NDS). If so, how would this be configured?

You were able to make group policies for NT4 with Workstation Manager (which is now part of ZENWorks). I would check the Novell site if this has been updated for Win2K. It worked very well with NT.
Well GPO's are a LOT more than just the NT policies. But for the rest first poster is right. ZENWorks for Desktops 3.0 does offer all of this (at a price of course). And a lot more even than ADS Group Policies. E.g. the option of linking them to a NDS _group_, not only to NDS/ADS OU's!
