Win2KPro won’t initiate setup

New system from barebones. attempted to use used harddrive that had been reformatted. It loaded the Win2KPro. Worked until reboot. Came back with a couple of files missing. Wouldn’t boot. Installed NEW harddrive. Still wouldn’t take the Win2KPro. Tried Win98se. Files missing: 1386\ntkrnlmp.exe and setupdd.sys. It tries to initiate. Gets to the point where it says “wait”, and tells how many bytes the OS is going to need, and never goes any further.
Next step? Anybody?
