Win98SE BOOTUP stalls at first splash screen

Sometimes it does/does not complete full bootup to Desktop from a COLD start.
We are currently "working around" this by booting up
in safe mode and then restarting to normal mode;
which gives us OUR computer back to use!
We have waited a full five minutes for the stalled
splash screen to change to the desktop.
We have about three gigs of free disk space waiting
for your answers!

Not much to go on, but here are a few suggestions:
1. Boot into Dos and run c:\scanreg/fix
2. Download AdAware 6 and up-date it the scan and remove everything it finds. Get it from: http://www.lavasoftusa.com/
3. Download Spybot Search & Destroy,1.3, up-date it and remove everything it finds. Get it from: http://www.safer-networking.org/
4. Re-install Windows 98SE and as a final resort, copy data to another drive (slave) or CDR, format the hard drive and do a clean install of windows. This is best accomplished with a Win98 Boot Disk and boot with CD support so you can access the Windows CDROM setup.exe
