Windows 11 Enterprise Install blocked

Hello all,
I work in a corporate environment that uses an old SQL database program called RIO 4.5.
We are deploying new, Windows 11 enterprise machines and need this program to operate until we figure out a solution.Currently, the installation is being blocked at “C:\windows\program files”
and both System32 and SysWOW64 by a security group, “All application packages.”Is there a way to get around this security group, either by allowing this installation or editing the registry/GPO to allow writing to the file system.
Any help would be greatly appreciated.

I think only the software designer can answer this question. It is possible it is just incompatible with Windows 11 and nothing but a patch will likely resolve that. If the program is no longer maintained by them, it is time to find a new program.

I can’t find “RIO 4.5” on the web.

On the Windows sign-in screen, press and hold the Shift key, then select Power > Restart.
After your machine reboots, click on “Troubleshoot” under Choose an option.
Click on “Advanced options” > select “command prompt”
On the command prompt window, type net user administrator /active:yes and press Enter.Regards,
