Windows 11 Taskbar Customization via Intune Start Layout Not Applying

by Kailash . Updated 4 days ago

Hello Team,

I’m looking for some guidance regarding Windows 11 taskbar customization through Intune.

We have configured a Start Layout policy in Intune to customize the taskbar and display only a few required applications. The policy is successfully deployed and shows as Succeeded on the device. The XML is also visible in the PolicyManager registry, and related events such as StartLayoutInit are triggered during user logon.

To troubleshoot, we tested with a minimal XML containing only a single pinned application (File Explorer) and configured PinListPlacement=”Replace”, but the taskbar layout is still not applied. The default taskbar icons remain unchanged.

Environment:

  • Windows 11 25H2

  • Intune Settings Catalog – Start Layout policy

  • Policy status: Succeeded

  • XML successfully delivered to the device

Has anyone experienced similar behavior on newer Windows 11 builds? Were there any additional configurations, known limitations, or alternative approaches required to successfully enforce a taskbar layout?

Any suggestions or insights would be greatly appreciated.

Thank you.
