For me, same story as prior versions of Windows.

There are many reasons for updates to fail from malware damage to some antivirus blocking and so on.
If the updates fail and you don’t find malware and have removed the antivirus that isn’t stock along with apps that are not stock I move to a clean install.
Usually the owner doesn’t have backups of their files you discuss this first.

Internet connection is perfect, speed 900 Mbs. plenty of hard disk space.
Just noticed that the Update orchestrator and Windows update services are disabled. Tried to enable them and getting the following message:
The delay auto-start flag could not be reset
Error 5: Access is desniedTried manual, automatic or Automatic (delayed start all gived the same error when I try to start it.

finds solutions.The essence seems to be to take back the ownership of a certain registry key. Could have been changed by malware, or for some other reason. If that is all damage done, you should be able to fix it. If there is more, then a clean reinstall of Windows is the best thing to do.
