Windows 2000 Print Spooler Service

I am having a problem accessing the printers folder and printing on 5 pc’s at my company. Through trouble shooting I have figured out that if I stop the print spooler service and then restart it I can access the print folder and begin to print. The problem is, when the user reboots they are again unable to print or access the printers folder. I have searched Microsofts knowledge base with no help. I have also searched several other sites with no luck on a resolution. I have tried to reinstall the service pack with no luck. Any ideas would be extremely helpful.
