Windows 2000 unable to access LAN/WAN

Recently I had to install Windows 2000 Pro on a new hard drive.
I have a D-Link DFE-530TX+ NIC in there, but whenever I plug it into either my BEFSR41 Linksys router, or my Westell DSL modem, it says it is connected at either 100MBps on the router,or 10MBps on the DSL modem, but I can’t access the internet or the local network at all.
I tried reinstalling Windows, the drivers, and changing the cable, but none of them worked.
I checked and I’m pretty sure the settings on my computer are the same as the other computers on the network.
