Windows 2000 User Account Software

I am looking for an user friendly program to assist computer illiterate individuals in managing their Windows 2000 user accounts. The only thing that I have found online is instructions on how to use the built in Windows functionalities to add or remove user accounts. (Note: Active Directory will not work becuase the computers are not networked.) Does anyone know whether or not a program like this exists?
