Windows 2K Recovery Console Problem

When running the Windows 2000 recovery console (cmdcons) I can only access the %systemroot%\WINNT directory and Program Files directory. If I type SET and try to change AllowAllPaths to TRUE it says I have to run security and analysis snap in for MMC. Once this snap in is loaded how do I change the permissions for the recovery console?

You received the message to run security and analysis snap in for MMC because the SET command is disabled by default. to enable the SET command, use the Security templates. The "Enables the Set command for the Recovery Console" attribute is located in the console tree under Local Computer Policy/Computer Configuration/Windows Settgings/Security Settings/Local Policies/Security Options.

All environmental variables are set to FALSE by default. Once you have enabled the SET command, and issued your SET AllowAllPaths=TRUE, you will have access to all files and directories on the system. That's your permission!
