Windows 95 Re-install

I am restoring a Windows 95 pc for a friend. It has been a long time since I have delt with 95. I FDISK the hard drive, and reinstalled the OS. After the initial installation, the pc asks to be rebooted to complet the installation. Once it reboots, I get a promp asking for “Command Interpeter Source EG. C:\Windows\Command.com” I have the command.com file under the root drive. What else is it looking for?
