Windows could not start

When I start the pc the following Message appears: Windows could not start because the following file is missing or corrupt \WINNT\System32\config\system

If I do a replacement Installation will I lose everything on my pc or just replace the windows folder? And is this the best thing for me to do. The owner of the pc does not have a backup so I don’t want to format and reinstall
