Windows Installer Cleanup Utility

I am having issues with a Windows XP computer running on a W2K.3 network. This problem is isolated to the pc in question. Whenever you click on any icon on the desktop you get a windows installer dialogue box that pops up and starts to install a program called Contribute if has problems finding a file and continues all day like this. There is nothing to install so I don’t know why Windows installer is doing this. I downloaded the windows installer cleanup utility and tried to clean it up that way but when i run msicuu2.exe i get a error message The system administrator has set policies to prevent this installation. The user is a part of the administrator group and I also tried it as the local administrator for the pc still I get this message. I just can’t seem to get around it. Does anyone have any clues as to what I can do?
