Windows modem script?

I’ve been looking around for a while now & can’t find any info on creating a modem script to place a time limit a person can stay connected with a dial up modem to the internet. Is this possible? All I could find scripts on were for Mac’s & non listed anything with a time restraint. I’m using WinXP pro. thanks for any help.
