Windows shut down freezing

Hi,

When shutting down the Windows, it shut downs normally. However, when I restart(reboot) the Windows, the system always freezing and, I have to press the Atrl + Alt + Delete for hard reboot.

Does it caused by the hard drives or some other applications. How to configure the setting. The programs I am using frequently is the DVD creating programs.

The Windows running on my P-4 system is Windows XP.
