Windows XP- interrupted startup, can’t load it now, I want to format

I was loading XP when it was interrupted, now it keeps reloading, gets to the part where it is past “preparing installation” and is at “installing windows” section then I get an error message “error has been encountered that prevents setup from continuing. Setup failed to install the product catalogs. This is a fatal error. The setup logs should contain more information.”. The setup logs give the error codes: 800b0100

I can’t reboot in safe mode, it tries and gives me an error message and restarts, I have put in a Win 98 disk and told the machine to load from the CD but the XP screen still comes up.

I want to get to the C: prompt so I can format and start over but I just don’t know how to get there! So frustrating!
