Windows XP won't boot from CD

My son's Windows XP machine froze at the welcome screen. He couldn't find the CD until a week later. Now the machine doesn't boot at all. We put the CD in, nothing: black screen. There is a tiny bit of disc noise, but not the usual hearty rumble of a disc winding up.

What to do next?

You have to start with the Basics.

Open the case and clean it out, listen for any Beeps these are a Error Message telling you what is wrong. The BIOS Error Codes should be in the Makers Manual for the M'Board.

Look at the Little Tin Cans around the CPU for signs of Bulging or Leakage if that is present your up for a new M'Board.

I would also try a different PS preferably a Known Good one as apposed to a New One as it's always possible that a new one may be faulty where as a Known Good One you know works.

Of course if this is a Note Book pull the HDD and recover the Data on it then go looking for a new NB to replace the failed one that you have.
