Wingate or Deny web access

Is there anything else I can do to limit users to certian webaites beside using Wingate or a proxy server. Wingate Locks up 2 – 3 times a day and their tech support is lacking contacting back to me. I have a firm that needs to limit certain users or computer or ip adresses to websites and block all others.
