WinXP Boot Problem

I had WinXp Sp2 running OK, but did a Repair install as I suspected this may be part reason why new VGA failed to instal properly. Now WinXp won’t boot. The repair install completed, but now on boot I get the screen saying Windows failed to load properly and to Start in safe mode and other options. NOne of these options works and the PC goes back to POST and BIOS in continuous loop.

I have successfully run Recovery Console CHKDSK, and BOOTCFG /REBUILD and this has not helped. ANy clues what is going on here?
