won’t open with full window

I have Windows XP Home and Outlook. When I open either one of them, I always have to expand the Window. How to I get it to open with a full window.\

  Open the properties of the shortcut and change the “Run” prarmater to “Maximized”.
  
  This should fix the problem for you quicly and easily.

    This does not work. I have my Outlook 2000 set with show lower pane but when I open the email I have to expand the newly opened window. Is there an option to have always open when double click the email?
