Word Email Editor Disabled in Outlook2K

I have a user that is unable to use Outlook with word as the email editor. He initially turns on word as the email editor but then when he closes Outlook and re-opens it is turned off automatically. I intially re-loaded office and subsequently re-imaged the laptop but he still has the same problem. The OS is Win2000 and he is running Outlook 2000. Any ideas?
