Word Opens in Background

As anyone every had Word open in the background behind an excel application. When my user clicks on starts word when excel is open Word is always launched in the backgound.

This user has also noticed that when using outlook 2000 not all of his reminders are brought to the front of the screen either. Sometimes they are in the background as well.
