XP to Vista Upgrade Mouse Wheel Scrolling Not Working

We have upgraded from XP Pro to Vista Business on a laptop and have found that the scrolling using the mouse wheel within Office 2003 programs as well as internet and Windows explorer does not work. The wheel works in one direction only when used for zooming (ctl + wheel). Have tried several different Mice and have unloaded and upgraded drivers etc.

Have had no joy from the Microsoft support sites and have seen this issue raised in many forums but no resolution.

Has anyone out there come across this problem and come up with a solution. Not being able to scroll with the mouse wheel is like having a sore thumb. The user is justifiably frustrated.

Return to XP as it works supports all your Mission Critical Software and does what is expected by Users.

Vista is still very much a Beta Product at the moment that needs the bugs worked out if it is to continue. However if M$ do as they are saying they will I believe that Windows 7 will get released and be the OS of Choice for the bulk of Users and Companies. So all the problems that trying to use Vista now will be nothing but a gigantic waste of time.

After all what do you want a OS to do run Software quickly and work properly or look nice run your software slower and be unreliable.

Office 2007 should cure the problem in office at least but then you have Backward Compatibility issues with other computers on your internal network and any places that you send Electronic Documents to as many places refuse to install software on their computers top read your documents.
