When has 1 KB first meant 1,024 bytes?

This is a question for experienced IT pros with a very good memory. I know that in the computer industry 1 KB means 1,024 bytes instead of 1,000 bytes. What was the first document in which has the meaning of K, M, G, T in the computer industry bifurcated from the meaning they have in the telecommunications industry? I am not concerned about why (the reason is obvious); I am concerned about when, where.
