$ amount for introducing policies into a company

I am going to start my own ict bussiness in a couple of months.
I have noticed that a lot of the local companies don't have formal policies on internet, email, downloading usage, and the current it-consultants are not aware or implementing this at x company, so I think I have found a niche market here. I have found some templates that I am planning to adapt and to use but how much should I charge for this. Since it's a long term benefit for the company I am hesitant to charge my hourly rate, but at the same time I can not charge like $10000 else they may do the research themself and I have priced myself out of this project. Any thought on how I should handle this ?
what are your tactics and price strategy on this ?

Here I think you'll find that they don't have these

Because it's considered too expensive to implement them. It's just cheaper to take the slight loss and have the staff happy.

But from previous experience I have found that prices always rely on the individual company. Some who should know better are unwilling to spend the $ required to do things like this and then others who can not afford to do.

I think you'll find that none of the existing consultants offer this service because there is no Long Term Employment Prospects or Money in it.
