installing USB Rewriter, I get code 31

Hi Guys

I hope you can assist me in a problem I am having with my IBM Thinkpad 21e (2628), I have just installed a new USB CD-Rewriter but since I have done this it has caused both the internal CD-ROM and the New USB CD-Rewriter to report code 31errors. This error normally appears when a device is dependent on another device to be functioning correctly but everything else in device manager is OK. I have upgraded the BIOS which has made no difference, I have been looking for an IDE driver for this notebook but the only one that seems to be available is for windows NT, I am running windows 2000. Could this be caused by a legacy problem? If so how do I resolve it? I have removed the CD-Rewriter and all drivers but the code 31 error remains with the internal CD-Rom even though I have removed the device and refreshed the device. How do I get my internal CD-Rom working again? The only driver I have for this CD-Rom is on CD but of course I can not access it. If any one has any ideas on how to get these two device working in conjunction without these errors please can you let me know as soon as possible.
