0x0000007B Inaccessible boot device

Getting above message when trying to start a machine. OS is Win 2000 Pro, motherboard is ECS K7S5A, BIOS chip marked 686 Amibios BB37 1693, but there are no system disks of any kind available. I wouldn’t normally touch Win 2000, but this belongs to a guy with disabilities, who doesn’t have a job (so no money)and the computer helps to fill his days, so fixing it is a sort of act of charity. Have tried another HDD, same result. Any suggestions, I’m not that good at software but have plenty of spare hardware around.
