100 % CPU Time

My win2k Server hangs while using IE 6.0 when i checked with Task MAnager am seeing 100 % Cpu time. Ie 6.0 is taking most of the CPU time. i killed the process . it again starts the same problem when i use IE. on some server i reinstalled the IE butproblem retains.

Moreover its not only with IE sometimes it happens on other applications as well. how do i resolve when an applications takes up 100% cpu time.

According to microsoft FAQ :
A program that uses Quality of Service (QoS) sockets may consume 100 percent of the CPU resources for a period of time
This problem is caused by a race condition in Rsvpsp.dll.
To resolve this problem, obtain the latest service pack for Windows 2000
