100% CPU utilization

Hi All,
I am in a small problem so hope to get some answers from the brainy people.
I have one application which using which i can send some data transfer to one handheld device. Now my requirement is even if the CPU load is 100%( using task manager i can see) my application should be abale to do the data transfer. can anybody give me some pointer how to go about this? I have seen some API which can reduce the tasks priority but i am not sure about my appraoch. Hope i am clear with my question. Waiting for the helping hands…..

1.what platform you are using?
2.looks like your data transfer related operation is pegging to high cpu utilization?
3.if it is windows check if you have user,dmp file created ?let me know
4.do you use any application server to run the application
5.make sure to use latest patches of th software

My application runs on Windows 2000(and also in WinXP). My main aim is if in between some other applications uses the CPU 100% then also i should be able to do my data transfer. I am able to send some data but if i try sending some large files then my handheld device throws an error saying cant do the transfer.

Hope i am clear.
