128 bit security

Hello.
Microsoft has implemented the 128 bit security in the .net scheme. I need to visit a microsoft site, but am unable because I only have 56 bit security.
1)I just downloaded windows explorer 6.0, and still only have 56 bit security.
2)I went to the tools bar…internet options…then the security tab..then the custom level tab at the bottom and tried to raise the internet security to HIGH. It doesnt stick. It always reverts back to medium. WHY?
3) I thought this might bring me up to 128 bit.
4)Can you tell me how? and why the internet security doesnet stick?
