128 encrytion

How do I know if I have 128 encrytion. I had it in Windows 98, but am now running Windows 98SE. The question comes up, because I tried to enter a web site from my favorites, and it refused me,because I was 1. my broswer was not high enough I am using Internet Explorer 6, or that my computer was not running 128 encryption. Easy question, how do I know if I have 128 encryption in my computer? I assume this is an easy one.
