16bit Subsys VDD format in reg invalid

I always get a Window titled "16 bit Windows Subsystem" and the message states "SYSTEM\CurrentControlSet\Control\VirtualDeviceDrivers. Virtual Device Driver format in the registry is invalid. Chose 'Close' to terminate the application" when tryingto run 16 bit apps.

These only occur when WOW starts up. Once started, I can go in and out of an application without any problems unless WOW closes.

Any ideas on how to trace down this misbehaving VDD?
