2000 Server Domain Setup with DSL

The current setup is a workgroup with DSL and no server. I now have a server with Windows 2000 Server on it and the dsl is working on it as well. I now want to make a domain with the server. I have 5 static IP’s. What do I need to do to configure the server and can I avoid active directory.
