3Com U.S.R V.90 Telephony WinModem

Installed a new hard drive in my Dell XPS T500. The new drive is a Maxtor ATA/133 40GB. Installed an additional 256MB of memory also. Everything booted, was recognized and seems to work well including my audio and video drivers. Unfortunately No Modem. The system recognized new hardware. I found new drivers but when I get to the point to install them I get a message that the necessary hardware(modem) isn’t recognized. I’ve gone into safe mode and deleted the 3com.USR modem as well as the PCI Communication Device and have reset NVRAM but still get the same results.
There doesn’t appear to be and IRQ conflict although the PCI Communication Device does have the yellow ? mark in front of it.
any suggestions?
