619:The specified port is not connected

I get the error above when I try to connect to an ISP via an ISDN line from a Toshiba laptop running Win 2K SP2. I can connect fine to another ISP via the same ISDN line. The only difference is that in the latter case, I do not need to specify a username & password to connect to the ISP. I can also connect fine from the laptop to the ISP that requires a username and password via an analog modem

This would appear to suggest there is a problem connecting over ISDN. However, I already have this environment (Win 2K SP2) on another Toshiba laptop and this has no problem connecting to the ISP using the same ISDN line.

I have reinstalled the O/S, reapplied service packs all to no avail. I have compared all my settings with those in the working laptop, again without success. I also know that when I set this up in the initial laptop, I did not have to do anything special to get it to work.

Can anyone help?
