6x or more restarting pc

I have trouble starting up my pc. Whenever I push the power on button no display will appear on the monitor. you have to push the reset button up to 6 or 9 times before the display on monitor will come out. I have try to isolate the following:
1. replace a new/good memory
2. replace the vido card
3. reset/load up bios default

by the way here’s the specs of my pc

1. motherboard is jetway370 socket
2. 64 mb sd ram
3. 32mb inno3d video

pls. help me coz nothing happen to all the isolation I have made.
