98 to XP upgrade

Are there any known issues when upgrading from Windows 98 to Windows XP? I have had and have talked to a few people that have had problems with device drivers and applications when done as an upgrade vs. a clean install. I personally had a system that would absolutely crawl (basically not usable) after the upgrade except if I booted up in ‘safe mode’. Is there any known problems and or solutions to this issue?
