A: drive persistant read/write

I have a Pentium 266 with Win95b. At startup and at anytime an application is started, the A drive will begin spinning and will persist without an error message and without a disk in the drive. The PC slows to a crawl while the drive is spinning.The only method I’ve found to stop the drive from spinning is to insert a disk into the a:drive. within a few seconds of finding the disk, the drive stops and the PC begins to otherwise function normally, except while the disk is in the A:drive anytime an application is started…the drive will spin for a few seconds then the application will load normally. If the diskette is removed from the a:drive, the next time an application is started, the A:drive will go into the persistant spinning again.
