A question about nuclear powerplant cooling pipes

So, there was this story in the news about a new powerplant that’s under (french) construction (years over schedule already) just under 100 km from here.
Apparently, a subcontractor has been welding the cooling pipes, but the monitoring authority noticed that this subcontractor had been undocumentedly fixing surface scratches on the pipes, welding them shut apparently.
So, the monitoring authority says that they have found no signs of danger in these weldings, but they are worried about the lack of documentation, and about what else this subcontractor might have done, and not documented.

So, my question is, how bad is this? In real terms, not bureaucracy terms.
