About Read Only Attribute

I have installed Windows 2003 Standard Server but whenever I create any folder in it that folder attributes automatically set to read only.When my users tries to open any file from that folder they gets read only file.I removed everytime but again it comes.
Can someone assist me on this.

this is the default behavious of windows2003.

The veryone group will only have read permissions in any root folder of the installation

you have a couple of option.
Create a group and add the group to the permissions of the folder with the appropiate permissions. This is the preferred way.

Or create a subfolder and in that one assign your permissions.

or create a subfolder and share that folder with the appropiate share and file permissions.

I strongly suggest to use specific groups instead of the everyone group.
