Access 2000 won’t recognize .mdb files

Our office is in the process of upgrading from Win95/Office97 to Win2K/Office2K. With the new computers, whenever you try to open an Access database (by double-clicking on either a shortcut or the filename itself) it starts preparing an Office 2000SR-1 installation. It gets partway through gathering information and then says it can’t find the files (perhaps because we don’t have Admin rights?). Then (or if you cancel the install) it gives this error:

This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel.

This happens when opening either Access 2000 or Access 97 databases. There are associations already for .mdb files and other Access file types.Also, we can open these files if we use the Open command in Access.

Anyone have any idea what might be going on?
