Access 97: Form size

How do I get a form to display with the size that is set in design view? I have created a form that is 5 inches wide and 3 inches high. I would like it to display at exactly that size. However, double-clicking on its icon or opening it in code causes it to fill the entire screen or (if its Pop-up is set to True) to display about 9 inches wide and 6 inches high. What's the trick to get it to display as designed?

Save in Design view, set Pop up to yes.

In the Activate Event for the form, add this code:

DoCmd.Restore

This will restore the forms intended/designed size and location.

Putting DoCmd.Restore in the Form_Activate() event doesn't help.
