Access 97 VS Access 2000 runtime size

We have developed an application with Access 97 and we must migrate it to Access 2000. The problem is the size of the runtime for users who will need to download the application from the Web prior to run it. In Access 97, the runtime plus our application total about 15 Mb (uncompressed) which is OK. But with Access 2000, the runtime (Office Developer Toolkit version 1.5) in itself is about 64 Mb minimum and once compressed with the application it is about 36 Mb at best. So, we wonder if there is a way or a trick someone could suggest either to trim down the Access 2000 runtime size or maybe to go around this runtime issue?
