Access denied, password protected usb

We have two public computers at work labeled user1 and user2, with an admin account on each. Someone tried to print a file from their thumb drive and was denied access to it with the message something about needing to be logged in as an admin. His drive was password protected. I tried my thumb drive, which is not password protected and I was able to access the drive fine. I took his drive and plugged it into my machine and was able to access the drive (with password).

Can someone explain what is going on here?
