Access denied to internet options

Running Windows XP Home, IE 6, try to access tools, internet options and get "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." This is a stand alone PC and I am the computer administrator. I made another account named "admin" where I can enter the internet options but does not help me with my main profile. I do not want to delete my profile and lose all my settings. I have tried lowering my Zone Alarm settings but that does not help. I need to make security changes to my browser for some online work I need to do. Tried putting the User and Group policies into the console using snap in to make changes but can not do that in Home addition. Any suggestions?

Have you tried doing a repair on ie6 if not reinstall IE.

remove any spaces!

I went to the link and made the appropriate registry change. I then downloaded IE6 from Microsoft. I ran the setup, it downloaded all needed files properly but when installing it gives the Windows Logo XP compatibility error then quits the setup. So the problem still exists and the system will not install the IE. It does not make sense to me that IE6 would get the incompatibilty error to XP. Any other suggestions? My browser still works for surfing. One question, after the PC does the warm boot a message appears asking me that since IE 6 no longer exists do you want to remove your personalized settings. I picked no, could that cause the installation issue? I am not sure if I tell it yes if it would remove my proxy settings, etc?

Are you using Spybot - Search and Destroy by any chance? There is a per user setting in Spybot that allows you to "Lock IE control panel" Disable this and try again.

IE6 cannot be uninstalled from Win XP. It is an integral part of the OS. To repair the IE6 click START, click RUN, type "sfc /scannow", click OK. This should ask for your XP disk and repair anything that is missing or corrupt. For the first problem, have you tried logging in with the new admin account and check that your regular account is still set as a computer administrator account? If it is, then you have some program installed that "plugs in" to your browser and restricts the settings, like an internet protection suite, firewall, or spyware blocker. You will have to change the settings in that program first.
